The small part that Luna was talking about was the area of the city that was there for the economically weaker inhabitants of the city. Basically it was the slum area. That was the only area that did not share the overall design of the city with white house and blue roofs, so from the sky that area stood out in a bad way.
Anyone who was watching the city from the ground, they would not be able to notice this as the slum was located in such a part that it was not easily visible from the front. But for someone who was observing from the sky, that part stood out like a sore thumb.
Actually after knowing that Rein was going to Swevna with Lopas, the headmaster had recommended this inn to him. According to him, this inn was a hidden gem and everything about this was amazing. After entering the place, Rein also agreed that this place was definitely quite good.

That was the reason why he noticed that a badly injured girl came to the inn from a secret door and the owner of the inn, who was also a young woman got busy tending to her.
